Process a file: a BUCKET file becomes UPLOADED once its content is uploaded, or REJECTED (200) when the upload is over 2 GiB (TOO_LARGE) or repeats an accepted file (DUPLICATE_FILE); 409 if nothing is uploaded yet or the file can no longer move on. Only PROXY users can restart a file that is UPLOADED, VALIDATED, PROCESSING or in ERROR. A DEFAULT file becomes TO_BE_PROCESSED

Requires the FILE.METER_DATA.UPDATE permission.
