Sets or clears the guidance and/or description on a resource, at any status.

• Proposal first. Without text_confirmed: true nothing is saved. The tool returns the current and the proposed text side by side, with the sentences removed and added, so you can save, adjust or skip.
• It replaces the whole guidance string (max 2,500 characters), so read it first with get_agent_context and write back the merged text. An empty string clears it.
• Wording that reads like a permission, such as “pre-approved” or “can offer a discount”, is refused. Restrictions are fine.
• Record intent and constraints (e.g. “annual enterprise deals only”), not what the object’s own fields already show, and never secrets or personal data.
